Hawaii aboveground fuel tank requirements by county

The local county fire department is the starting point for island-specific tank site approval and code adoption.

Type: Jurisdiction guideResearch reviewed: October 8, 2026

State model versus county ordinances

The Hawaii State Fire Council adopted a model based on NFPA 1, 2024 edition. County fire departments administer their own locally adopted ordinances and amendments. The state model edition is not a substitute for confirming the fire code actually enforced on a particular island.

Four local authorities to check

Honolulu, Hawaiʻi County, Maui and Kauaʻi maintain separate adoption histories, processes and inspection arrangements. The October 7 research report identified different county edition years, but also flagged a potentially changing adoption mechanism. Verify the current locally enforceable edition before using any county-specific technical requirement.

Fuel supply and remote-site design

Delivery by ship or inter-island transport, site access and operating reserve can be critical sizing considerations. A recommended days-of-supply target is an operating decision, not automatically a statutory fuel-storage requirement.

Separate environmental checks

Federal SPCC, Hawaii spill response, water-quality rules and county fire review may involve distinct agencies and requirements. The research did not identify one universal Hawaii environmental AST permit program; confirm the actual facility and product with the responsible agencies.

Example: a backup generator on another island

For a generator tank serving a remote property, establish the island and county first. Ask the county fire prevention office which local NFPA 1 edition and permit process apply. Work through arrival port, last-mile delivery, unloading access, operating reserve, containment and spill-response plans independently; a useful reserve calculation does not substitute for code approval.
